In investments with foreign capital, incentive and grant files are submitted both to the local authority and to the group head office. Application forms have a rigid format and leave no room for free narrative.
Programme rules
Each programme has its own guide and eligibility criteria. The guide draws the boundary of the application. The text of the guide is read together with the file.
Eligibility criteria
The characteristics that the applicant and the project must have are listed. The criteria are checked item by item. No item is skipped in translation.
Application form
The form fields are fixed and may have a character limit. A translation that runs long does not fit the field and is cut off. Shortening is done without loss of meaning.
Project summary
The aim of the project and its expected result are described in a short text. The evaluator often reads this section first. The force of the text is kept in translation.
Scoring criteria
The weight of each criterion is announced, and the application is written accordingly. The criterion names are given with their equivalents in the guide. Different naming breaks the matching.
Investment amount
The expenditure items are shown separately. Amounts and the currency are carried over exactly.
Eligible costs
Which expenditure falls within the scope is defined in the guide. Items outside the definition are shown separately. A translation that widens the scope puts the application at risk.
Time plan
The activities and their durations are shown in a schedule. Activity names match the budget items. The matching is kept in translation.
Expected outputs
Measurable targets are given numerically. The indicator definitions and the measurement method are stated. An indicator without a definition cannot be tracked.
Technical explanations
The technology and the process to be used are described. Technical terms are given with consistent equivalents. The terminology list is built at the start of the application.
Employment commitment
The number of jobs to be created and their duration are committed to. The statements of commitment are categorical. They are not softened in translation.
Partners and associates
The other organisations taking part in the project and their roles are defined. Trade names are not translated. The role definitions are given with the names used in the guide.
Supporting documents
Financial statements, registry records and permits are submitted as annexes. The list of annexes is numbered. The numbering is kept in the file.
Incentive certificate
The certificate issued after approval shows the scope and the duration. The machinery list on the certificate is critical. The items on the list are carried over exactly.
Revision requests
If the scope of the investment changes, a revision application is made. The old and the new scope are presented side by side for comparison. The structure is kept in translation.
Monitoring reports
Periodic progress reports are submitted. Actual indicator results are tracked in a table. Units and periods are kept.
Audit and on-site inspection
The body providing the support may carry out an on-site inspection. Records and deficiency letters go into the file. The periods granted are strict.
Risk of repayment
Failure to fulfil the commitments may lead to the support being withdrawn. These conditions are written in the contract. The articles are translated in full, and the date from which interest on the repayment will run is shown separately.
